Former President Stays Free

Following a 9-hour hearing at Taipei District Court last night, former President Chen Shui-bian was once again released on his own recognizance and without bail. Chen and his lawyer praised the judges for making the right decision. The terms of the release are that the former president attends future court hearings on time and does not proceed to threaten witnesses.

MOU to be Signed in Forum

The 4th KMT and Communist China forum takes place on December 20th in Shanghai. The forum will be the first ever where Taiwan's ranking officials will make a presence, and that the signing of the MOU would likely be discussed. UBS Taiwan holds that Taiwanese businesspeople have about NT$1.8 trillion of loans to make, in light of that, Taiwan banks will have about 30% of the market, with Chinatrust, Fubon bank and Megabank to have the most potential.

Taiex Falls 0.29 Points

Despite the release of the No 10 annual financial inventory accounts the TaiEx remained steady as the cross strait financial Memorandum of Understanding came into effect with DRAM performing particularly strongly. The market finished the day down slightly 0.29 points at 4694, above the weekly average for the second week in a row. Analysts believe the financial reports will have a wide ranging impact. In the short term construction, plastics, LED and DRAM shares will all be affected, making next week especially difficult.

DRAM Stocks Performed

DRAM powerhouse Helix announced plans to sell its 8-inch wafer plant in the States to pool funds and weather the financial meltdown, and will cut production by 30%. The news helped shares of several Taiwan's DRAM companies rose to the daily maximum 7% ceiling.

Hon Hai to Downsize 3-5%

Economic performance in the fourth quarter has declined dramatically, so much so that shares in the Honhai Group, the largest ODM electronics firm in the world, have fallen precipitously. As a result, company boss Terry Kuo’s personal fortune has shrunk more than NT$145.6 billion to just NT$57.6 billion. Kuo himself has said that there is no end in sight to the bad economic conditions. The company plans further redundancies of 3-5% of its current workforce.

18% Interest for Public Servants

Although the world is entering an era of zero interest rates, retired civil servants, soldiers and teachers in Taiwan still receive 18%. If one million dollars is placed in a fixed period account most people would received just NT$14,000 interest a year. A retired civil servants, soldier or teachers would draw NT$180,000, more than 12 times as much.

Conflicts Outside the Court

Former President Chen Shui-bian arrived at Taipei District Court at 2:30PM, following the Special Investigative Unit's successful appeal over his release from detention. With supporters cheering him on from outside the courthouse, Chen appeared relaxed and ready to defend himself against being sent back to Taipei Detention Center.

Lease Purchase Baolai Garden

It was rumored that the former first family bought the two units in Baolai Garden using dummies. KMT legislator Alex Tsai (蔡正元) claimed that the Chens actually bought the house under a lease-purchase contract, which means the tenant has an exclusive option to later purchase the home. This form of real estate purchase has long been exercised in Taipei.

TaiEx Up 46 Points

With the end of market intervention by the National Stabilization Fund's, investors were especially cautious on Thursday. After opening up 28 points the TaiEx hardly moved, until later in the day when an order of NT$3.2 billion caused a surge upwards. The market finished the day on 4694 with from a disappointing trading volume of NT$62.1 billion.

NTD Appreciates Against USD

The Fed's most recent interest rate cuts have led to a rapid depreciation in the value of the US dollar and four days of expanded trading in the New Taiwan Dollar. On Thursday, the NTD appreciated a further 2.49 cents, to finish at NT$32.471 to the US dollar, a rise of 8.4 cents in just four days. It now looks unlikely that the Central Bank will follow the Fed's latest interest rate cut, hinting that long term interest rates and mortgage rates in Taiwan are already low, making a further cut in rates unlikely anytime soon.
